Mayor Dale H.Cooke

Home owner for approximately 20 years and resident approximately 15 years. Military: United States Marine Corps - Sgt./E-5; Viet Nam & Cuba; Graduate Non-Commissioned Officers Leadership School, Okinawa, Japan. Commissioner Paul Bauer



Paul has been enjoying Dewey Beach for 27 years, the past 15 years as a property owner. He has been married for 26 years, to Tina, and they have two children, Cody (23) and Caleigh (19), both of whom live and work in town. Professionally, he works as a Business Development Executive for Staples -Commercial & Enterprise division for the past 20+ years.  Paul is an active Member of the Dewey Beach Lions Club, active Board Member of "Slam Dunk to the Beach", prior Board Member of the Dewey Beach Civic League, active volunteer at most events in town, and former Basketball Coach at Concord High School.

Commissioner David Jasinski



David Jasinski and his husband, John have owned property and been spending much of their time in Dewey Beach since 1998.  Over the years David has volunteered on various Dewey Beach committees such as Budget and Finance and Planning & Zoning.  He previously served as a commissioner in 2014 and 2015.  David and John split their time between Washington DC, and Dewey Beach.  You can frequently find them with their dog, Jett, enjoying the beach in the mornings and evenings.  Outside of Dewey Beach, David had a long career in Information Technology sales and consulting.

Commissioner Gary Persinger

Gary Persinger has owned property in Dewey Beach for 30 years. Before joining the Town Council, he served on the Planning and Zoning Commission and on the Comprehensive Development Plan Working Group. For more than 10 years, he has been treasurer of his condo association in Dewey Beach and was treasurer of several PTA organizations for his children’s schools. Gary earned Bachelor’s and Master’s degrees in Statistics, and completed additional post-Master’s coursework at George Washington University. He spent more than 30 years in the pharmaceutical industry managing research and policy development for state and Federal legislative and regulatory efforts, and provided input to government agencies including GAO and Congressional Budget Office. His wife Mary is a retired teacher who during the course of her career taught high school English, and Algebra and Latin in middle school. Gary and Mary reside in Olney, Maryland, and have three children and nine grandchildren. Dewey Beach is a year-round second home for the whole family.

Commissioner David Moskowitz


David has a diverse skill set (CFA/CPA/MBA/MS/SPHR/SHRM-SCP) and experience for five years as Dewey Beach's Investment Committee Chair (Return of 12.2% or nearly $500,000 the last 3 years). He spent many years working on a trading desk doing quantitative research for a $350 billion dollar portfolio and now does Financial Risk Management.

Serving as HOA President, David worked to transform his ocean-block complex on Read Street from being in disrepair and having financial troubles ($300 in the bank) to addressing over $500k of repairs. He put his construction knowledge to use by repairing, renovating, and replacing all common area components including decks, electrical, plumbing, fireplaces, swimming pool, parking area, and fences.

David has a Master’s Degree in Industrial Relations from the University of Wisconsin-Madison and a MBA from Colorado State University. Also a Bachelor’s degree in Management from SUNY Binghamton with concentrations in Accounting (CPA), Finance, and MIS after graduating HS at 16.

Certifications include Chartered Financial Analyst (CFA), a Certified Professional Accountant (DE & FL), Real Estate Broker (NY, PA) & Agent (DE), Senior Professional in HR (SPHR), Society for HR Mgmt-Senior Certified Professional (SHRM-SCP) and a Six Sigma Green Belt.

His father is a holocaust survivor who escaped to the US as a young boy, joining the Army at 18, then worked for the US Post Office with a salary that could not afford to pay for David’s college. David worked the overnight shift for the New York State University Police and summers as a personal trainer, and is still certified as an ACE certified personal trainer.

In his free time, David raised a top 20 show dog and through the use of social media has seen Oscar put on the front page of the Wall Street Journal, various TV programs, and have upwards of 103,000 Facebook likes.
